CIPA imposes requirements on schools and libraries that receive discounts for Internet access or internal connections through the federal E-rate program.
E-Rate Funding Year 2023 represents the third year of the program since the FCC’s Report & Order announced in 2019 made significant updates to the program that became effective starting in 2021. E-Rate follows a 5-year budget cycle and here are some of the highlights in effect from that order.
Category 2: Includes the internal connections needed for broadband connectivity within schools and libraries. Support is limited to the internal connections necessary to bring broadband into, and provide it throughout, schools and libraries. These are broadband connections used for educational purposes within, between, or among instructional buildings that comprise a school campus or library branch, and basic maintenance of these connections, as well as services that manage and operate owned or leased broadband internal connections (e.g., managed internal broadband services or managed Wi-Fi). Category 2 support is subject to per-school or per-library budgets as set forth in 47 CFR § 54.502.
